Enterprise Grants Management System

My Role

As the project manager for the Enterprise Grants Management System (EGMS) project, I was responsible for assembling and guiding cross-functional teams to develop a grant management system that could manage funding and contracts from a single platform for the Los Angeles Homeless Service Authority (LAHSA) and its subrecipients’.

Evolution

Prior to EGMS, LAHSA and its subrecipients managed homeless funding using a number of applications that were inefficient in assigning monies to stakeholders. The new system replaces these applications and makes grant management more efficient and effective. LAHSA and its subrecipients can manage funding and contracts using EGMS, which is powered by Salesforce. It allows LAHSA to track funder awards, issue procurements, and evaluate performance, while also letting service providers to apply for new awards and manage existing ones, such as submitting payments and reporting outcomes.

At the initiation phase, I developed a project charter that outlined the project's purpose, objectives, scope, stakeholders, and restrictions. The team created a timetable, budget, resource allocation strategy, and risk management plan. The system was configured, tested, and trained during execution. Our team provided stakeholder demonstrations and daily office hours for user profile registration. In our final phase, monitoring and control, we tracked progress, identified issues, and kept the project on budget and schedule.  EGMS was implemented after user acceptance testing and training and went live FY’ 2021–2022

Key Take Aways

• Centralized Platform: EGMS has streamlined the grant management process and reduced duplication of effort, saving time and resources.
• Increased Efficiency: LAHSA has seen an increase in efficiency across the grant management process. Service providers can now apply for new awards and manage current ones more easily, while LAHSA can track funder awards, issue procurements, and monitor performance in the same system
• High User Adoption: EGMS has been well-received by service providers, who have found the system easy to use and helpful in managing their grants.
