I turn complex health, housing, and public systems into clear programs that people can actually use.

Program Manager + Systems Designer
I turn complex health, housing, and public systems into clear programs that people can actually use.
Programs and systems built to make complex services clearer, faster, and more human.
/01L.A. Care Health Plan • 2024
CalAIM Community Supports brought new providers into a complex managed care system. Without a structured onboarding process, agencies faced scattered emails, inconsistent training, and no shared timeline — leading to delays and confusion before services ever reached members.
/02Los Angeles Homeless Services Authority • 2021–2022
LAHSA manages over $500M in homeless services funding across hundreds of providers. Legacy systems were fragmented — invoices were approved without verification, contracts were executed 82 days after service start, and there was no real-time visibility into grant performance.
/03Los Angeles Homeless Services Authority • 2021–2022
Youth homelessness in Los Angeles is disproportionately concentrated among youth of color and LGBTQ+ youth — populations that have historically been failed by systems not designed for them. LA County applied for a $15M federal YHDP grant to build a fundamentally different response.
/04Safe Parking Los Angeles • 2019–2020
Over 16,000 Angelenos were living in their vehicles — facing ticketing, towing, violence, and no safe place to sleep. I came to this work not as an outsider. I entered the Safe Parking program as a participant before becoming staff.
/05Step Up on Second / Department of Health Services • 2019
The ICMS program at Step Up on Second was scaling fast — growing from 5 to 15 case managers. But training was inconsistent, there was no central reference, and staff turnover was slowing service delivery for some of LA's highest-need clients.
I design human-first programs, systems, and experiences that turn complexity into clear paths people can actually use.

Program Manager + Systems Designer
From the first signal to sustained implementation, I connect strategy, people, operations, and measurement.

Turning complex mandates, member needs, and operational constraints into a shared direction teams can act on.
FocusPortfolio architecture

Mapping the people, moments, decisions, and handoffs that make a program clear from the first touchpoint onward.
FocusHuman-centered workflows

Connecting policy and operations to practical platforms that make work more visible, accountable, and usable.
FocusPlatform delivery

Building the playbooks, governance, training, and measurement loops that help good ideas survive real-world delivery.
FocusAdoption and change
A clear path from a documented gap to an experience that works in the real world.

I start with lived experience, frontline reality, performance data, and the constraints teams are navigating—not with a predetermined answer.

Patterns become a clear problem statement, an aligned set of priorities, and a practical path that stakeholders can see themselves in.

I translate strategy into journeys, workflows, roles, tools, and decisions—then pressure-test every handoff before launch.

Governance, training, feedback, and measurement become part of the design so the program can improve without losing its purpose.
