LAHSA manages over $500M in homeless services funding across hundreds of providers. Legacy systems were fragmented — invoices were approved without verification, contracts were executed 82 days after service start, and there was no real-time visibility into grant performance.

The context

The existing system made it nearly impossible to track where money was, who had submitted invoices, or whether contract terms were being met. Payment delays stretched to three months, straining providers who were already operating on thin margins. Audit risk was high and growing.

The approach

I led the project charter, roadmap, and cross-functional team — bringing together IT, Finance, Contracts, and Programs — to build a cloud-based Salesforce platform. The system included award tracking, electronic invoicing, contract management, and real-time performance dashboards. I managed vendor partnerships and ran daily office hours to drive adoption across 100+ providers.

The outcome

A complex grants portfolio became visible, accountable, and faster to operate.

Invoice reconciliation dropped from 3 months to 21 days. Funder payments now arrive in 2–3 weeks; providers receive funds in 1–3 days. Submission errors fell 40%. Decision-making on fund allocations sped up 30–50%. A post-launch compliance review found zero audit findings.
